Basically what this is all about is if you look on the axle housing in board of the brake backing plate you’ll see the for axle retaining nuts on the flange. Basically they’re looking for leaks, and loose nuts. The thought process is welding, spatter, which is a little BB if you will, being on the flange and keeping the nuts from being fully tightened and seated.
Nuts that are not fully seated, you can loosen over time.
Granted, this is all speculation. However, the tundra had this exact issue and 22. The torque for your nuts is 33 pound feet. None of mine were loose. I removed all of mine one at a time and checked the meeting service for any welding spatter. Other than reinstalled and torqued.
