You should check out the company "quick fist"
They probly make a clamp small enough , then pick up a T-slot nut or bolt

I use this fishing rod holder I picked up on Amazon.
I just loosen the bed cleats and wedge it between them and it holds solid. You could use T-slot buts for the bed rails if you need it more secure.
