Does Wheelhouse Liner Grommets use Screws?

Recently my wheelhouse liner on the right rear ('21) was rattling around and the Fender Liner Grommets (90189-06236) were loose and not staying in place. I was already stopping by the dealership, so I wanted to grab some spare grommets. After looking up the part, I was told that there is a Fender Liner Screw (90080-15091) associated with the grommet. So now I am confused, as looking the grommet up online, there is in fact a screw associated with the grommet in all the aftermarket parts.

This is why I am confused, of the 12 visible Fender Liner Grommets on my truck, not a single one has the screw in it or sign there ever was one. So did the factory forget to put them in? Or are they not suppose to have the screw?

Pretty sure a lot of them don't have a screw.
Most spots it will secure itself and it's only purpose is to hold on the liner.
The ones that do have a screw pinch/clamp the liner with the fenders or sandwich the fender liner to hold other parts together. There's also at least 8 or so that are empty to install the splash guards.
