Splash marks on the wheel guards

Just bought my first Taco and I noticed splash type marks on the wheel guards. I wiped them with some cleaner and they didn’t go away. Any idea what it could be or what I can use to get rid of it?

like it looks like wet that won't go away? im pretty sure its just the amount of tire shine toyota likes to put on the cars getting on the fenders and a little on the paint but it should go away eventually with some weather or personal car washings, i noticed it too when I got my truck new and after my first service, now they see the state of my truck and don't bother any kind of detailing or cleaning lol
