Winter tires -- are they sticky?

For the guys that know tires.
Is a winter tire with it's softer compound stickier than an all terrain?
If long wear is not a concern, is there any negative side to using winter tires year round?
 
I ran a set of Cooper ATW3, their winter tire, for 2 years/35K miles. They did excellent in the winter and decent of road in the summer. They handled wet roads really well in the summer but got slick when it got a little tougher off road. Their compound was definitely softer and the tread wasn't quite as well suited to off road driving as an A/T.
 
In addition to poor wear, you’ll likely see a small decrease in MPG’s
 
I wonder if soft rubber equates to sticky rubber.
Will that snow tire stick to rock better than the same tread in a summer rubber compound.
